Project Manager for Disaster Risk Reduction Project

Responsibilities

• Project Planning and Management (60%)
• Provide overall leadership and management of the RISE Fund project implementation.
• Lead implementation of project activities related to:
• Disaster Risk Reduction (DRR)
• Community Participatory Disaster Risk Assessments (CPDRA)
• Anticipatory Action (AA)
• Emergency Preparedness and Readiness
• Early Warning and Early Action Systems
• Rapid Emergency Response
• Develop annual, quarterly and monthly implementation plans aligned with project targets and budgets.
• Ensure timely delivery of project outputs and outcomes according to donor requirements.
• Oversee procurement, distribution and accountability of preparedness equipment, fodder bank support, and emergency supplies.
• Ensure proper activation and management of anticipatory action triggers and response mechanisms.
• Lead implementation of emergency response activities within 72-96 hours following disaster events.
• Ensure integration of GEDSI, child protection, safeguarding, accountability and community engagement throughout project implementation.
• Monitor project risks and implement mitigation plans.
• Ensure compliance with World Vision policies and donor regulations.
• Project Monitoring and Reporting (15%)
• Lead project monitoring, evaluation, accountability and learning (MEAL) processes.
• Ensure collection of quality monitoring data across project locations.
• Oversee baseline, routine monitoring, post-distribution monitoring and project evaluations.
• Establish systems to track preparedness, anticipatory action and emergency response indicators.
• Analyze project performance and recommend adaptive management actions.
• Prepare and submit high-quality donor reports.
• Document lessons learned, good practices and success stories.
• Ensure donor visibility and communication requirements are met.
• Support emergency assessments and rapid needs assessments during disasters.
• People Management (10%)
• Lead and supervise project staff, consultants and surge personnel.
• Ensure strong collaboration between technical teams, operations and field offices.

This recruitment is being conducted under a pre-award condition. Contract Duration: This is a fixed-term assignment expected to run for 12 months, tentatively from 1 August 2026 to 31 July 2027, subject to project approval. The Project Manager is responsible for providing overall leadership, coordination, and management of the RISE Fund Pillar 1 project, ensuring the effective planning, implementation, monitoring, and reporting of Disaster Risk Reduction (DRR), Anticipatory Action, Emergency Preparedness, and Rapid Response interventions. The position is responsible for delivering project objectives and results in compliance with donor requirements, World Vision policies, quality standards, and accountability commitments. The Project Manager will lead project implementation in close collaboration with the National Emergency Management Agency (NEMA), provincial and local government authorities, humanitarian partners, communities, and other key stakeholders to strengthen disaster preparedness, resilience, and response capacities. The position will oversee community-based DRR initiatives, anticipatory action mechanisms, readiness investments, emergency response interventions, and crisis modifier activities while ensuring effective project planning, budget management, coordination, monitoring and evaluation, safeguarding, GEDSI integration, and accountability throughout the project lifecycle.
