Financial Management Ensure that expenditures are correctly and appropriately recorded. Identify and regularise any anomalies. Liaise with PBF counterparts to resolve any inconsistencies. Control transactions for expenditures, checking the validity of the supporting documentation and compliance with the OECD's financial policies and practices. Review accounts to ensure that expenditures and financial commitments accurately reflect the state of play. Assist in the annual closing of the accounts and opening of the following year's accounts. Ensure complete and accurate financial records for audit purposes. Provide financial guidance and support to Programme Managers, and assist in the preparation of draft budget proposals. Plan and allocate budgetary resources, track commitments, prepare financial reports and budgetary outturns, and assist in managing procurement processes. Contribute to the review of voluntary contribution offers and agreements, including the financial aspects of contracts, and support VC acceptance processes, ensuring compliance with OECD rules and donor requirements. Contribute to the preparation and tracking of voluntary contribution budgets, commitments, expenditure and reporting deadlines, and prepare financial reports for donors in a timely and accurate manner. Ensure compliance with the OECD's financial regulations, instructions, procedures, policies and practices, using corporate financial and administrative processes, systems and tools. Coordination of Workflow Manage information flow, advise on the full range of administrative issues covered by the function, and flag priority and sensitive issues, as appropriate. Oversee and/or review and approve mission orders and expense claims, ensuring compliance with financial regulations and standard operating procedures. Organise information, including management of databases, dashboards and Teams channels, proposing developments and improvements as required, and keeping records updated. Human Resources Support Monitor the status of staff contracts and carry out related administrative and budgetary tasks. As requested, assist in the administration and co-ordination of recruitment campaigns, including the recruitment of associated staff, by communicating with candidates, applying the relevant OECD processes and using corporate HR systems throughout the administrative process. Assist with the onboarding of new hires, ensuring that the necessary administrative, personnel and IT-related arrangements are made to facilitate smooth integration into the Organisation. Stay abreast of corporate HR management reforms, deadlines, guidelines and best practices. Other duties Seek out areas to improve efficiency, proactively improving internal administrative and financial processes. Assist in keeping the Directorate's guidance and policies up to date. Participate in meetings of the Resource Management Advisor (RMA) community, attend specific meetings organised by corporate services, and keep up to date with corporate developments in policies, rules, processes and systems. Ideal Candidate Profile Academic Background A university degree in business or public administration, finance, accounting, human resources management or a closely related field. Professional Background Minimum of 3 years of proven experience in financial management, budget management and/or human resources management, preferably in an international context. Proven experience in the interpretation and application of financial and/or human resources management procedures and policies. Experience in the analysis of quantitative and qualitative data and information. Knowledge of the structure, processes and regulations of an international organisation would be an advantage. Experience supporting the financial management or administration of grant agreements and voluntary contributions, including European Commission funding, would be an advantage. Proven ability to cope with conflicting requests and strict deadlines, communicate clearly and work effectively in a multicultural environment. Tools Very good level of experience in using resource management applications such as SAP, OBMR, Business Objects (BO), SmartRecruiters, PowerBI, Concur or the ability to very quickly master the use of such applications. Excellent command of Microsoft Office software and demonstrated aptitude with Excel, are required.
