Maintains channels of communication to keep on top of the prevailing attitudes, needs, and issues affecting the facility, staff, volunteers, residents, families, and NGHS departments. Responsible for the operations of the facility departments to ensure compliance with state, federal, local and organizational guidelines. Ensures departments are prepared for annual survey and are deficiency-free. Ensures that the facility's current policies are consistent with LTC division and NGHS policies and procedures. Ensures supply inventories are properly safeguarded and controlled. Ensures chargeable supplies are properly recorded and that lost charges do not result. Follows established procedures for the employment of personnel with qualifications commensurate for assigned responsibilities. Makes recommendations for improvement to supervisors. Ensures that personnel records maintained for each employee in the personnel department are current and IAW NGHS and state and federal guidelines. Ensures the verification by personnel of all applicable current licensure/certification and reference checks for all facility staff members and contract services personnel as required. Ensures that the Social Services/Case Management Department ensures residents' needs are met either through facility resources or through arrangement with appropriate community resources. Ensures adherence to residents' rights and responsibilities policies, ensures that all staff members are aware of these rights and responsibilities. Provides that staff appropriately document the rights and responsibilities as required. Ensures allegations of resident abuse are properly reported IAW state, federal and LTC division guidelines and practices. Demonstrates a sound understanding of the financial operation of the facility; monitors the accuracy and reliability of financial data; implements corrective actions as necessary. Submits written variance analyses reports by department to LTC Division Director on a monthly basis. Adheres to approved facility budget/business plan. Conducts regular communicative meetings with department heads and staff members and maintains minutes of these meetings. Monitors and recommends improvements to the Continuing Quality improvement/Total Quality Management program which includes written procedures defining the data to be gathered, the means of accumulations, and the responsibility for preparing finished reports; implements corrective action as necessary to ensures appropriate departments follow through. Prepares facility management reports for the LTC Division Director bi-weekly which provides information on financial trends, operating highlights, personnel vacancies and actions, complaints, status of repairs or construction projects, legislative or regulatory developments and impact on facility and discharges and other relevant information. Ensures that written personnel policies and job descriptions are available to all employees, are discussed with each new employee by appropriate department supervisor during an initial orientation, and are reviewed and revised on an annual basis. Effectively reviews and promptly acts upon the reports and recommendations of authorized planning, regulatory, and inspecting agencies as appropriate. Keeps Director, LTC Division apprised on effect of facility programs and residents care. Ensures that all supervisors comprehend the departmental expense/revenue reports and authorized staffing reports. Reviews all surveys and develops written plans of correction with Director, LTC Division.
