About the role

Position located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Technology and Data Support Division (TDSD). The incumbent of this position has overall responsibility for implementing, developing, and managing one or more personnel systems which support the TDSD and its customers. Mission is to provide human resources management program functions, specialized technical assistance training, common technical services, and centralized processing activities. In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Experience assisting with the daily administration and maintenance of automated human resources information systems, troubleshooting routine user issues, and processing standard personnel transactions. Additionally, candidates must have experience gathering, verifying, and analyzing HR data to support system studies, and generating standard reports and queries from databases while providing basic guidance to system users on security and usage protocols. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Experience administering automated human resources databases, translating business and policy requirements into functional system requirements, and processing complex or mass personnel transactions. Furthermore, candidates must have experience planning and conducting comprehensive human resources system studies to resolve operational bottlenecks, designing custom reports using data extraction tools to meet user needs, and managing user access and security permissions while delivering system training. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Experience serving as a senior technical authority responsible for directing the strategic planning, integration, deployment, and overall management of enterprise-wide automated human resources systems. Additionally, candidates must have experience leading highly complex, organization-wide systems studies to resolve critical operational issues, advising executive leadership on the impacts of new regulatory requirements, and architecting data reporting structures and enterprise-wide data security policies, including restricting user access to specific records based on organizational roles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
