About the role
This position is in the VA Regional Office. The incumbent is assigned to the Veterans Service Center at the St. Paul, Waco, or Des Moines, VBA Regional Offices and reports to the Veteran's Service Center Manager and Assistant Veteran's Service Center Managers. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-11 Grade Level: Specialized Experience: To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-09 level or higher. Specialized experience such as (1) Collecting and researching data for evaluations of programs/operations; (2) Researching laws, regulations, guidelines, and approved procedures to provide findings and (3) Communicating information to management, both orally and in writing. OR Applicants may substitute education for the experience required to qualify at the GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the competencies necessary to do the work. OR Applicants may combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting you can use graduate level education you have earned beyond the second year). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. For example, an applicant who has 54 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: To qualify at the GS-12 grade, in addition to the experience required for the GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized experience is defined as: Providing advice and guidance for improvements on policies and making recommendations. Applying analytic methods and techniques to evaluate the effectiveness, productivity, and/or performance of administrative and technical programs. Applying and modifying established practices to specific administrative problems which involve many variables. Preparing detailed reports to present findings from analysis to management. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is mostly sedentary. Some walking is required for the tasks concerned.
