About the role
The Consultant will provide cross-cutting technical assistance to strengthen institutional capacity, program management, and implementation systems within provincial Government-to- Government (G2G) health platforms in Mozambique, with direct relevance to priority infectious disease programs, including Tuberculosis (TB), HIV, and Global Health Security (GHS), while also supporting broader provincial health priorities. The Consultant will provide support in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Consultant will conduct a comprehensive institutional capacity assessment, review the best global practices, identify operational and technical gaps within the four provincial G2G platforms (Sofala, Manica, Tete, and Niassa), and design practical capacity strengthening interventions that improve planning, implementation, monitoring, and sustainability of provincial health programs. Working closely with DOS, provincial health authorities, and relevant national stakeholders, the Consultant will strengthen institutional performance with emphasis on improving provincial systems that directly affect disease program delivery, including: surveillance and outbreak preparedness laboratory systems and specimen referral coordination program planning and implementation oversight data quality and use for decision-making accountability mechanisms service delivery coordination across technical programs Particular attention will be given to strengthening provincial capacity to support: TB case detection, referral systems, treatment monitoring, and laboratory coordination HIV service continuity, indicator monitoring, and data-driven program improvement Global Health Security readiness, including surveillance, outbreak preparedness, and response coordination Integration of laboratory, surveillance, and service delivery information into provincial planning processes The consultancy is expected to be implemented over a six-month period. During the first three months, activities will cover two provinces. Subject to satisfactory performance and availability of funding, activities during the remaining three months will extend to the remaining two provinces. Provincial sequencing will be determined in consultation with DOS and relevant stakeholders.
