About the role

This position is part of the U.S. International Development Finance Corporation (DFC), Office of Performance and Innovation. As the Chief Planning & Evaluation Officer you will be responsible for leading DFC's enterprise strategic planning, corporate performance management secretariat, program assessment, business process review, and evaluation-driven continuous improvement activities. You may qualify at the GS-15 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability in all of the following: (1) Lead enterprise-level strategic planning, performance management, and program evaluation initiatives that align organizational strategy, performance measures, risks, and operational priorities. (2) Develop, implement, monitor, and report on agency-level strategic plans, annual performance plans, KPIs, performance reviews, or related governance processes. (3) Conduct three or more of the following - program assessments, evaluations, business process reviews, root-cause analyses, and continuous improvement efforts - using data, performance evidence, stakeholder feedback, and structured improvement methods. (4) Advise senior leaders on strategic execution, performance trends, implementation risks, corrective actions, and organizational improvement recommendations. (5) Build consensus and coordinate across senior-level stakeholders, program offices, and mission-support functions to resolve complex planning, performance, evaluation, and operational improvement issues. (6) Supervise and lead teams by setting priorities, assigning work, evaluating performance, and supporting employee development. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
