The primary purpose of this position is to perform a wide variety of administrative and analytical duties leading to the formulation, justification, presentation, and execution of the Air Force Reserve Command (AFRC), Communications & Information : ) Directorate Operation and Maintenance (O&M) appropriation accounts. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Applying the command's policy and planning formulation process, capital investment planning principles/methods, and the command's cyberspace and enterprise IT goals/objectives to participate in planning cyberspace work force training development initiatives; Implementing cryptographic system methods, approaches, and management regarding oversight and performance of hardware and operation configurations, policies, and procedures applied to the organization's business requirements; Utilizing maintenance, acquisition, system concepts, techniques, policies, principles, and security to determine the business value of the systems and their information, and performance measures; and Applying project management practices along with the organization's cybersecurity policy and strategy to develop IT implementation plans throughout the life cycle of capabilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of computer techniques, requirements, methods, sources, and procedures and of system software, hardware, system development, telecommunications, information engineering and associated life cycles. Knowledge of budgeting for the following specific funds: Operations & Maintenance and Military Personnel salary and expense. Knowledge of the DOD Planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents, and etc. Acceptable skill level in oral and written communications to discuss and defend positions, prepare staff studies for high-level review, and condense extremely technical input into layman's terms without altering basic content. Knowledge of government policies, directives, and other regulatory material concerning computer and data communications procurement, management, and utilization to insure full and proper utilization with AFRC. Ability to deal effectively with widely diverse and dispersed individuals and groups. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
