About the Position: The Department of Defense Education Activity (DoDEA) is transitioning to the Department of War Education Activity (DoWEA) This position is located in Yokota Air Base Japan with the Security Management Division, PERSEC Branch Operations - Pacific Team All candidates must reside within the local commuting area where the position is located. Federal employees in Yokota Air Base Japan are currently entitled to receive a 10% Post Allowance (COLA) in addition to the base salary. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. One year of specialized experience which includes:1) Resolving complex personnel security issues; and 2) Reviewing the impact of various kinds of derogatory information on the granting or denying interim eligibility or Line of Sight Supervision (LOSS); and 3) Analyzing a variety of conditions associated with general questions about personnel security and background investigations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Status candidates subject to the 5 year overseas rotation, who are currently overseas, must have enough time to meet the initial tour stated in the job announcement. Waivers may not be granted to meet the 5 year limitation requirement. Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5 year overseas service limitation requirement is approved. Be advised that effective Jan. 1 2018, under the Tax Cuts and Jobs Act, most civilian employee relocation allowances became taxable. The Relocation Income Tax Allowance (RITA) reimburses eligible employees for the additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income. RITA does not apply to new government employees or employees returning from an overseas assignment for the purpose of separation from Government service.
