To serve as the base level senior program analyst/manager providing oversight and guidance to effectively lead, direct and provide management oversight for Cybersecurity, Change Management and Risk Management Framework programs. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below:?Attention to Detail,?Customer Service,?Oral Communication, and?Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which include AND Demonstrate the ability to apply Risk Management Framework, Cybersecurity, Change Management (ChM) and Mission Assurance (MA) processes/authorities, and Information Technology (IT) security principles, best practices, methods and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed OR EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management?or?degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of 82 TRW's Cybersecurity program. Knowledge of Cybersecurity, Mission Assurance (MA), Risk Management Framework (RMF) and Change Management (ChM) processes. Knowledge of IT Cybersecurity requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of existing, and assists in developing, procedures and recommended methodologies to ensure 82 TRW's ability to provide Mission Assurance (MA) capabilities. Analyzes areas of concern, identifies corrective actions, and resolves conflicts through meaningful dialogue with, HAF, MAJCOM /A6 staff, Wing, Group and Squadron levels. Consults with MAJCOM representatives (via working groups and other forums) on Cybersecurity/IT issues. Prepares all required documentation and develops briefs for MAJCOM /A6, and 82nd TRW seniors leaders on the Cybersecurity program; highlighting opportunities to improve program efficiencies and effectiveness. Ability to communicate effectively, both orally and in writing. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Ability to plan, draft and utilize organizational skills, to develop Cybersecurity related Memorandums of Understanding/Agreement between senior 82nd TRW leaders, and their MAJCOM/A6, subordinate units, and other DoD and non-DoD organizations etc. Ability to develop and conduct training on information security PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
