Description of Work Primary Purpose of the Organizational Unit: The primary purpose of the North Carolina Department of Insurance (NC DOI) Life and Health Division is to regulate and supervise the life, accident, and health insurance industry in North Carolina to protect consumers, ensure fair practices, and maintain the stability of the insurance market North Carolina Office of Administrative Hearings. Under the authority of NC statutes (G.S. 58‑9; 58‑54; 58‑254.7; 58‑347), The Division is responsible for: -Reviewing and approving insurance forms, rates, and policies filings made by life and health insurance companies. -Enforcing compliance with state insurance and federal laws, including consumer protection provisions, rate filing requirements, and operational standards for life, health, long-term care insurance, small employer group health insurance, credit insurance, annuities, Medicare supplement insurance, as well as HMO, PPO and EPO operations. -Providing industry guidance and checklists to expedite the review process for new form filings. -Licensing of Multiple Employer Welfare Arrangements, Third Party Administrators, Pharmacy Benefit Managers and Viatical Settlement Providers -Assists with consumer complaints. -Ensuring transparency and fairness in insurance operations, including prompt claim payment requirements and external review processes. The Life and Health Division acts as the state's regulatory arm for life and health insurance, ensuring that insurers operate in the public interest, products are properly designed and priced, and consumers are protected from unfair or deceptive practices. Salary Recruitment Range: $87,740 - $117,500 Salary Grade: NC24 The posting will close at 11:59 p.m. the night before the closing date. Primary Purpose of the Position: The primary purpose of this position is to direct and manage the operations of the Life and Health Division in accordance with the applicable statutes and regulations, and the authority delegated by the Commissioner of Insurance and Chief Deputy Commissioner. This position is classified as a Designated Exempt Managerial Role: A position exempt from certain provisions of the State Human Resources Act because it is selected for that specific designation by the Governor, Elected Official, or Agency Head through the procedures required in the Human Resources Act, and meets the definition or criteria for such a designation in the Human Resources Act. . The Position is responsible for leading the Division's personnel, operations, and strategic initiatives to ensure efficient, consistent, and consumer‑focused oversight of product filing reviews. This role manages both administrative and technical functions, including supervising staff, conducting performance evaluations, and guiding all personnel matters in coordination with Human Resources. The position provides strategic leadership to strengthen Division policies and enhance the effectiveness of the product filing review process, ensuring decisions align with the agency's mission, regulatory framework, and commitment to consumer protection. The role oversees key operational functions such as maintaining productive relationships with regulated entities, monitoring the Division's budget, and ensuring timely completion of special projects, management reports, and public records responses. This position also participates in legislative activity by collaborating with legal and legislative teams, drafting proposals that support agency priorities, and representing the Department at NAIC meetings, industry events, and public forums. Additionally, the role manages high‑priority assignments from agency leadership and responds to legislative and media inquiries, serving as a key representative and subject‑matter leader for the Division.
