Who we're looking for: We are looking for a colleague to join a well-established public policy practice within ICF that provides evaluation, impact assessment and research services to the European Commission, in particular on home affairs for DG HOME, but also other Commission DGs and other European bodies. We are looking for experienced policy research professional to lead our work in this area. This will be an appointment that brings autonomy, responsibility, and an opportunity to help shape ICF's work and impact in this important area of EU policy, and to grow our research and evaluation capability. The successful candidate will have a background in one or more of the following policy areas: Management of EU external borders Police cooperation and access to information Fight against organised crime, financial crime, and cybercrime Large-scale IT systems with a focus on biometrics used at a large scale Information security The successful candidate will have experience in leading or managing evaluations and impact assessments. The successful candidate will also have experience with overseeing a portfolio of work, with business development, and with managing external partners and collaborators. Your main responsibilities will include: Winning and leading implementation of policy research and evaluation services in the areas of home affairs, including activities under open tenders or framework contracts, and research and evaluation projects with the support of a research team and associates. Plan and lead the capture and delivery of research, analytical and evaluation assignments, overseeing preparation of winning proposals and ensuring high quality project management. Be responsible for proposal development with support from ICF staff. Manage project teams and provide intellectual leadership and steering on a day-to-day basis and assign work to project teams and quality assure their work, supporting on methodological aspects and ensuring high-quality research and data collection activities. Conduct or oversee qualitative and quantitative analysis. Lead on report-writing and presentations and attend site visits and client meetings. Collaborate closely with other project teams, external partners and stakeholders. Build our in-house team, providing line management support to team members and contributing to the efforts to enhance the capability of the team and ICF. The successful candidate is likely to have: A Master's degree in law, political science, economics, social sciences, public policy or a related discipline. At least 8-10 years of professional experience in research, analysis and evaluation within the European context; experience of working in a consultancy capacity with the EU institutions is an asset. Strategic thinking and the ability to align project goals with broader organisational objectives. Experience of conducting high quality EU level research and evaluation assignments, the development and implementation of research methodologies (quantitative and qualitative), or impact assessments within the home affairs policy areas referred to above. Strong qualitative and/or quantitative evaluation and analytical skills. Demonstrable experience in winning and successfully delivering research and evaluation projects and contracts for the European Commission, national governments, agencies and other stakeholders. Proven ability to manage medium or large-scale projects and deliver them on time and within budget. Capacity to build and maintain strong client relationships and ensure client satisfaction. Expertise in drafting comprehensive reports and presenting findings to various stakeholders. Excellent written (including editing and proofreading skills) and oral (fluency in English and at least one other European language) communication skills. Experience working within multi-cultural, multi-disciplinary teams spread across several countries, coaching or mentoring colleagues and providing regular feedback to support their development. Ability to lead a team to success, inspiring, motivating and supporting more junior colleagues to achieve their potential. Experience with line management is a plus.
