In depth knowledge of network technologies and protocols, primarily TCP/IP and IP-based network communications. Extensive experience with handheld and mobile radio technologies, satellite communications, and/or Mobile Communication Vehicle (MCV) implementations and/or deployments. Knowledge of capabilities and requirements of various computer platforms in centralized, distributed, and client server and stand-alone operating environments. Knowledge of project management principles and practices; ability to set goals and to plan, monitor and evaluate project or contract budgets; ability to organize and coordinate resources to achieve project and organizational goals and objectives efficiently and effectively. Recommends, manages, and supervises staff recruitment, training, and evaluation processes. Knowledge of current industry best practices for business continuity, resiliency, and recovery. Ability to plan, manage, and supervise various COOP exercises and events. Ability to evaluate and make recommendations for adoption and implementation of new and innovative technologies. Exceptional communication skills, with the ability to translate complex technical concepts into clear, actionable messaging for diverse audiences. Strong analytical skills, including the ability to gather feedback, interpret data, and measure outcomes. Ability to conduct research and develop long-term strategic plans. Desired Qualification Expertise in Satellite Communications (SATCOM), Mobile Communication Vehicle (MCV), Radio Infrastructure and IT Continuity. Ability to evaluate and make recommendations for adoption and implementation of new and innovative technologies. Strong analytical skills, including the ability to gather feedback, interpret data, and measure outcomes. Certified Business Continuity Professional (CBCP) or Master Business Continuity Professional (MBCP) Certification. Ability to conduct research and develop long-term strategic plans. Working Conditions This position may require the incumbent to be available for sudden recall in response to emergency events affecting the Senate campus/community, which may include after-hour or weekend work, and to potentially deploy to alternate sites in support of the Senate's contingency operations. This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted. Ability to lift 25 pounds safely. Ability to climb ladders. Ability to work in confined spaces. Requires valid driver's license. Requires good driving record and ability to maintain a good driving record. Ability to drive and operate a Mobile Communications Vehicle (Commercial Driver's License not required). Security Clearance This position requires that the applicant obtain and maintain a TS/SCI U.S. Government security clearance. Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
