Job Description This individual will be responsible ensuring that all housing counseling agencies adhere to applicable PHFA, federal, state, and local regulations including strong oversight of HUD‑related compliance requirements. This individual may provide supervisory leadership, oversees housing counseling compliance monitoring systems, ensure accurate reporting, and guides both internal staff and external partners in meeting all regulatory and organizational standards. The Senior Officer will play a critical role in safeguarding program integrity, improving compliance processes, and supporting high‑quality administration across PHFA's housing counseling network. Grants Compliance Oversight & Monitoring Share in direct compliance responsibilities with compliance team to ensure full compliance with federal, state, and local laws, HUD regulations, and organizational policies. Develop, implement, and oversee systems for tracking grant expenditures, ensuring alignment with grant agreements and allowable‑use requirements. Supervise and guide staff responsible for compliance monitoring activities, ensuring consistency and accuracy. Collaborate with internal divisions (e.g., Financial Education, Counseling, Single Family) to ensure compliance issues are routed and resolved through appropriate channels. Policy Development, Implementation & Training Lead the development, revision, and implementation of internal compliance policies, procedures, and guidelines related to grants and HUD‑funded programs. Ensure staff, sub‑recipients, and external stakeholders receive training on compliance best practices, regulatory updates, and grantor requirements. Provide authoritative interpretation of HUD regulations and other funding requirements. Documentation, Reporting & Quality Assurance Prepare, review, and approve compliance reports for internal leadership, grantors, and regulatory agencies. Maintain comprehensive, organized records of all grant documentation, including contracts, financial statements, reports, and grantor correspondence. Oversee quality‑control processes to ensure accuracy and completeness of all compliance submissions. Supervisory Support to the Grant Compliance Team Provide direct supervision, coaching, and performance oversight to compliance staff. Work closely with the grant management team to ensure timely and accurate submission of all required reports. Offer expert guidance to grant recipients and project managers on eligibility, reporting, allowable costs, and compliance expectations. Support the Compliance Officers in responding to alleged violations of rules, regulations, policies, and standards of conduct. Assist in developing and maintaining systems for consistent handling compliance violations. Prepare and review reports related to PHFA Housing Counseling Standards, counselor training requirements, agency file reviews, survey results, and other federal/state reporting needs. Continuous Improvement & Regulatory Awareness Monitor changes in laws, regulations, HUD guidance, and funding policies to ensure ongoing organizational compliance. Recommend and implement improvements to compliance processes, systems, and documentation practices. Participate in continuing education, conferences, and seminars to maintain advanced knowledge of compliance and grants management. Grant Compliance and Oversight, Documentation.
