About the role

These positions are located in the Department of Education, Federal Student Aid (FSA). Applications will be referred based on receipt of application and established cutoff dates as follows: 1st cutoff date: 07/10/2026 Last cutoff date: 07/24/2026 Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialized experience. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience integrating organizational elements to identify inefficiencies, develop and implement process improvements, and deliver strategic insights through data visualization that drive measurable outcomes and guide senior leadership decisions. 2. Experience planning and directing staff activities, assigning work based on organizational priorities, evaluating performance, providing feedback, and recruiting, developing, and resolving employee concerns. 3. Experience interpreting and applying Title IV regulations, federal student aid policies, and program procedures in higher education, loan servicing, financial services, or similar regulated environments. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1. Skills in planning, developing and carrying out complex projects and studies meeting goals. 2. Ability to provide strategic guidance to senior leadership on highly complex, sensitive or controversial proposals and issues. 3. Knowledge of policy analysis and development principles to assess program policies identity needed improvements and provide authoritative recommendations. 4. Skills in developing, managing and overseeing long-and-short range organizational plans, including workforce planning, contractor oversight, staff realignments, employee relations issues, hiring constraints and organizational restructuring activities.
