Director of Human Resources | Miramont Behavioral Health | Middleton, Wisconsin About the Job: PURPOSE STATEMENT: The Director of Human Resources leads and manages the overall provision of Human Resources services, policies, and programs for the facility including employment and compliance; recruiting and staffing; employee orientation, onboarding, and training; performance management and improvement; employee retention and engagement; policy development; employee relations; employee data maintenance; and compensation, payroll and benefits administration. Provides support and guidance to facility management and employees with a focus on consistent employment practices. Roles and Responsibilities: ESSENTIAL FUNCTIONS: Provides expertise and support in Human Resources Administration including policy and procedure, employer/employee relations, HR strategy, regulatory compliance, and employment law. Provides guidance on interpretation of policies and procedures. Translates complex information and provides highly specialized advice in a specific Human Resources discipline. Identifies and prioritizes issues of importance, including those priority issues as set forth by leadership. Collaborates with department leaders and corporate leaders, as needed. Communicates instructions, expectations and timelines clearly and concisely. Develops and maintains Applicant Tracking System for open positions. Recruits, screens, onboards, and orients new hires according to facility needs and budget. Develops, and conducts staff development program including training and education. Monitors Learning Management System for course completion. Ensures licensure and required certifications are appropriate and current. Tracks and reports license and certifications through HRIS. Designs and implements retention initiatives including rewards and recognition and engagement. Develops and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale, motivation and engagement. Provides coaching and conflict resolution for managers and employees. Conducts investigations of employee complaints or incidents. Administers benefit programs including timely enrollment, processes unemployment and worker's compensation claims and leave benefits. May lead a team of highly engaged members through hiring, orienting, performance assessment and management, motivating, training, scheduling, and coaching to meet department goals and ensure effective and efficient department operation. Maintains productivity levels that are aligned with client census, curtailing unnecessary overtime and/or excessive staff work hours. Manages staff scheduling and maintains an updated plan for contingency staffing. Maintains accountability expectations for staff in all areas of job performance. Engages staff in quality and safety basics to ensure sustained, measurable compliance. Identifies staff educational needs and ensures they are addressed with education programs that are attended by staff. Hold staff accountable for non-compliance and client safety concerns, as well as attendance, following policies, behavior, and adherence to code of conduct. Manages employee performance through updated job descriptions and competencies, timely evaluations, and merit increases as appropriate. Manages an equitable and competitive compensation program. Develops and maintains company salary/wage scale. Enters employee data accurately. Ensures employee files/records are compliant and maintained according to regulatory standards and company policies. Responds to agency surveys. Identifies data needed for reports and ensures reports accurately capture and present information appropriate to the audience. Performs Leadership Rounds as assigned to include observation and immediate identification of environment of care, safety, and infection control concerns, as well as real time education of new facility processes. EDUCATION/EXPERIENCE/SKILL REQUIREMENTS: Bachelor's degree in Human Resources, business or related field required OR High School diploma plus related comparable experience. Five or more years of experience in a progressively responsible HR role required, preferably in a health care setting. Demonstrable knowledge of principles and procedures for recruitment, selection, training, compensation and benefits, employee relations and negotiation, engagement and retention and human resources information systems required. Experience with regulatory agencies (Joint Commission, CMS, etc.) preferred Knowledge and application of federal and state employment laws and regulations. Ability to communicate effectively with all employees (verbal and written), to use good judgment and to maintain confidentiality of information.
