The primary purpose of this position is to serve as a senior systems analyst for the 16th Weather Squadron, Numerical Models Flight, providing leadership to and support for a variety of Information Technology (IT) activities including planning, designing, and implementing IT systems to meet the 557th Weather Wing's mission requirements. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems) which includes: applying, advanced IT principles, concepts, methods, standards, and practices sufficient to: Develop and interpret policies, procedures, and strategies governing the planning and delivery of computer systems throughout the organization; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; apply new technologies to previously unsolvable problems; make decisions or recommendations that significantly influence important organization IT policies or programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles. 2. Ability to maintain an up-to-date knowledge of the organization's missions to anticipate and refine functional requirements and ability to maintain up-to-date awareness of technological advances and predict how management can leverage to meet future requirements. 3. Knowledge of procurement techniques and requirements as well as coordination requirements involved in project controls. 4. Advanced knowledge of life cycle management concepts, systems and technical architecture concepts, and integration techniques. 5. Expert knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, review and comment on acquisition documents, and provide software engineering support to implement systems enhancements. 6. Advanced ability to communicate effectively, both orally and in writing, to fully coordinate activities with management officials and other IT specialists, communicate complex technical requirements to non-technical personnel, and to be persuasive in advocating technical solutions for improvements to systems or implementation of new technologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
