About the role

You will serve as a Supervisory Contract Specialist in the Chartering Division (N103), of the Contracting Department (N10), of MILITARY SEALIFT COMMAND. (For GS-15) In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate the following specialized experience: Experience analyzing cost, price, and past performance proposals, as well as serving as a Source Selection Authority on major acquisitions (preference for experience with ship chartering). Experience interpreting, regulatory and legal requirements applicable to the acquisition of supplies and services. Experience acting as a liaison, briefing senior personnel within both industry and the Department of War as well as skill in negotiation techniques to conduct contract negotiations and to meet and deal with high level business, maritime, industrial, and Government officials. Experience reviewing and approving high-visibility and high-value procurements Experience using managerial skills to properly supervise the performance of assigned employees. Experience as a Department of War Contracting Officer executing RFO Part 12, 13 and 15 contracts on time and in accordance with the plan of action and milestones (preference for experience utilizing RFO Part 18 as well). Experience reviewing and approving high-visibility and high-value procurements.
