Sr. Business Analyst Job Location: Division of Business and Finance (DBF) This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures Main Office Location: 100 N. 15th Ave. Suite 302, Phoenix, AZ 85007 Posting Details: Salary: Up to $93,250 Grade: 22 Open Until Business Needs Are Met (1st Review of Resumes 7/13/2026) Job Summary: The Arizona Department of Administration (ADOA), Division of Business and Finance (DBF), is seeking a skilled and collaborative Sr. Business Analyst to join the Central Payroll team. In this pivotal role, you will act as the primary liaison between Central Payroll, the state's enterprise resource planning system (AZ360 HRM), and various State agencies, providing critical technical support and functional analysis for both human resource management and financial payroll operations. As a champion for the organization's key business processes, you will handle the full lifecycle of technical payroll projects by gathering requirements, translating them into robust functional and use-case documentation, and partnering closely with developers through design and construction. Additionally, you will drive quality assurance by designing and executing comprehensive system test plans, scripts, and cases, all while upholding rigorous business systems standards through proven project management methodologies. Beyond technical execution, you will serve as a leader and mentor, coaching intermediate business analysts within the team and creating impactful quick reference guides and training materials to empower end-users across the state. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties: Data Analysis & Technical Support: Collaborates with GAO Central Payroll, multiple state agencies, and external partners to perform large-scale AZ360 data extractions and advanced analysis using Structured Query Language (SQL); provides expert guidance on integration requirements and system design for seamless payroll processing. Project Leadership: Leads both large and small technical projects for Central Payroll utilizing Business Analysis Body of Knowledge (BABOK) frameworks, overseeing AZ360 HRM functionality enhancements and the integration of third-party payroll tools. Report Coordination & Quality Assurance: Coordinates, assists with the design of, and tests specialized payroll reports developed by the ERP division to ensure strict alignment with specific agency and state requirements. System Configuration & Governance: Recommends AZ360 HRM configuration changes and system defect resolutions, representing Central Payroll at the business unit Change Control Board (CCB). Pay & Deduction Management: Manages and coordinates Pay Code and Deduction Code setups with the ERP division, leveraging a deep understanding of AZ360 FIN to ensure accurate charging of object codes (pay) and expenditures (deductions). Absence Management Oversight: Monitors and reports on Absence Management Plans to ensure system accrual rules and rates strictly comply with diverse Personnel Systems, working in close coordination with ADOA HR and independent state agencies. Team Leadership & Mentorship: Serves as a technical leader within Central Payroll by coaching, mentoring, and training Intermediate Business Analysts to foster team growth and operational excellence. Advanced Incident Resolution: Manages and resolves complex, highly technical ServiceNow help desk tickets escalated within the payroll division to minimize system downtime and user disruption. Knowledge, Skills & Abilities (KSAs): Knowledge of: Considerable knowledge of the methods and techniques of automated payroll systems. Knowledge of reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures. General knowledge of methodologies and techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development. Familiarity with Business Analysis Body of Knowledge (BABOK). Considerable knowledge of data collection and analytics, project management principles and practices, partnering and consulting with customers of all levels.
