- Oversee the tendering and procurement process, including tender strategy, documentation, evaluation, and award recommendations.
- Manage contract administration in accordance with applicable contract frameworks, including PSSCOC and other standard forms.
- Assess and negotiate Change Orders, ensuring accurate records and commercial protection for clients.
- Lead Final Account close-out and reconciliation, preparing comprehensive final cost reports.
- Client & Stakeholder Management
- Act as the primary client relationship holder for key accounts, ensuring satisfaction and repeat engagement.
- Present cost reports, risk registers, cash flow forecasts, and programme cost analyses to senior stakeholders.
- Provide commercially sound advice on procurement strategy, risk allocation, and contract selection.
- Collaborate with multidisciplinary project teams including architects, engineers, contractors, and project managers.
Requirements
- Bachelor's degree in Cost Management, Quantity Surveying, Construction, Engineering, or a related field.
- A Master's degree in a relevant discipline is a plus.
- Minimum 10 years' progressive experience in cost management or construction projects, with exposure across roles such as cost manager, construction manager, procurement specialist, project manager, vendor, or consultant.
- Demonstrated experience with PSSCOC (Public Sector Standard Conditions of Contract), including contract administration and claims management under this framework.
- Proven track record in delivering cost management services on large-scale, complex projects across building and/or infrastructure sectors.
- Experience in a senior or lead capacity, with responsibility for team management and client delivery.
