This can include up to 6 hours of business law (provide transcripts); OR 2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (provide certification); OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A (provide transcripts), provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You qualify for this position if you possess one year of specialized experience as described below and meet the basic requirement listed above. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting internal quality assurance reviews of audit and non audit service (NAS) assignments to assess compliance with Generally Accepted Government Auditing Standards (GAGAS), agency/OT TRA policies, and applicable federal regulations, and documenting findings and recommendations. Reviewing audit plans, workpapers, and reports for adequacy of evidence, accuracy of conclusions, and adherence to established methodologies and quality control procedures, and recommending corrective actions to resolve deficiencies. Serving as a point of contact to field audit teams and management on audit methodology and quality issues, providing technical guidance, interpreting policy and standards, and helping resolve complex or sensitive audit related concerns. Performing data validation and quality checks in audit management information systems (e.g., RAMIS or similar systems), identifying data anomalies or inconsistencies, coordinating with staff to correct errors, and producing data quality or performance reports for management. Drafting or contributing to policy updates, standard operating procedures, and quality assurance tools or checklists; participating in workgroups or projects aimed at improving audit quality, risk assessment processes, or the overall quality control system.
