About the role

This position is located in the Bureau of Consular Affairs, Office of the Executive Director, General Services Division (CA/EX/GSD). GSD provides general administrative support to the Bureau (i.e. provision of contract services, procurement of goods/services, building/property related matters, supplies/equipment, asset management, domestic emergency planning, records management, Bureau's security/safety programs, and supplies for consular sections overseas, etc.). Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing acquisition and contract administration support for complex Federal contracts, including developing requirements packages, statements of work, contractor performance oversight, contract modifications, and coordination of pre-award and post-award activities Experience analyzing contracting, operational, or programmatic issues; evaluating risks and contractor performance; and developing recommendations to improve contract administration, operational efficiency, compliance, and mission support services Experience coordinating with contracting officers, program offices, technical stakeholders, legal advisors, and contractors to support procurement planning, resolve contract-related issues, and ensure compliance with applicable Federal acquisition regulations, policies, and procedures There is no substitute of education for specialized experience for the GS-13 position.
