About the role

Responsibilities
- Business Analysis
- Identify and engage stakeholders; define solution scope and develop business cases
- Facilitate requirements workshops and conduct business process analysis

- Plan and execute User Acceptance Testing
- Project Management
- Manage scope, budget, and schedule across maintenance and development projects

- Identify project risks early and recommend mitigation strategies
- Oversee multiple vendors and external ICT service providers
- Operations & Incident Management
- Assess and resolve day-to-day application, infrastructure, and security issues
- Manage ICT incident recovery and establish processes to prevent recurrence
- Assess service requests and evaluate the impact of system enhancements
Requirements
- Degree in Computer Science, Electronics Engineering, Information Technology, or equivalent
- At least 3 full project development lifecycle or project maintenance experiences
- Strong requirements elicitation skills - design thinking, persona analysis, customer journey mapping
- Experience in web-based and mobile IT project delivery
- Familiarity with AWS services: ECS Fargate, Lambda, RDS, QuickSight, EC2, CloudWatch, S3
- Comfortable working in Agile/DevOps environments
- Excellent communication skills - able to pitch ideas and influence both technical and non-technical stakeholders
- Strong pluses
- Project Management certification (PMP or equivalent)
- Agile certification (Certified Scrum Master preferred)
- Experience in a Singapore government or public sector environment
- Familiarity with government IT governance and digital service adoption frameworks
