About the role

The Chandler Governance Group (CGG) is looking for a Deputy Director to join our Government Projects team. The Deputy Director supports the Director (Government Projects) in designing and delivering strong advisory projects and high-quality policy work. The candidate owns the delivery of assigned projects, leads the policy and advisory work they require, and helps the Director manage the team, adjuncts, and expert network. A secondary, supporting role is to help convert opportunities into strong, context-sensitive proposals and well-designed projects. The candidate should also be comfortable in business development and credible with clients and funders. The right candidate brings a strong foundation in public policy, government administration, political economy, and business judgement.

Responsibilities

  • Policy, Product and Delivery Leadership
  • Own the delivery of assigned projects, working closely with the Director. This includes scope, design, quality, timelines, and client relevance.
  • Plan how each policy or advisory output will be developed: write the proposal, set the approach, and sequence the work.
  • Produce high-quality policy and advisory outputs, including in new subject areas.
  • Help the Director run the team, adjuncts, and expert network so projects are delivered well and on time.
  • Strengthen the team's ability to produce consistently good work, developing people and shaping how work gets done.
  • Oversee the delivery capacity of the team and the network of adjuncts and experts, including expanding the network.
  • Business Development Support and Proposal Conversion
  • Work with the Director to define clear, repeatable offers in CGG's strongest areas of work for governments, partners, and funders.
  • Shape proposals so that the client's problem, CGG's approach, and the case for CGG are clear and persuasive.
  • Represent CGG in senior client and funder settings where this will help advance specific opportunities.
  • Skills and Aptitudes
  • The successful candidate will excel in:
  • Writing clearly and persuasively in English - proposals, policy documents, and client-facing outputs - with sound editorial and quality judgment.
  • Producing credible work in unfamiliar policy domains by getting up to speed quickly and drawing on the right expert input.
  • Reading the political economy of a country context well to adapt advice and proposals to it.
  • Engaging and managing senior stakeholders, including government officials and leaders of international organisations.
  • Planning and initiating without detailed instructions, and building routines that keep the team's work consistent.
  • Experience and Qualifications
  • At least 10 years' progressive experience spanning government or public administration and consulting or advisory work.
  • A strong record of policy writing, proposal development, and project delivery to a high standard, preferably managing a multi-country portfolio of concurrent projects.
  • Effective and empathetic team leadership and staff development.
  • Demonstrated ability to calibrate recommendations to different country realities and institutional settings.
  • Graduate and postgraduate qualifications in political science, economics, public policy, public administration, or law.
  • Advantages
