The role operates across all DPW divisions, addressing complex challenges that fall outside traditional structures and require strategic coordination, analytical rigor, and executive‑level judgment. Essential Functions Lead multi‑division initiatives. Develop scopes, timelines, and KPIs Diagnose bottlenecks. Brief executive leadership. Conduct fiscal analysis. Evaluate consultant/contractor spending. Deliver a plan to reduce contractual/consultant services by 5% through insourcing, consolidation, or elimination. Improve BOE submissions. Streamline procurement workflows. Standardize templates and processes. Advise the director on strategic issues. Coordinate across divisions. Prepare executive‑level materials. Build dashboards. Track KPIs Conduct after‑action reviews. Support agency‑wide performance improvement.
