New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies. The mission of the Planning and Resiliency (P&R) Bureau is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R division includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit. **NOTE: This position is part time. The selected candidate will work no more than 21 hours per week.** The Resiliency Implementation unit coordinates with City partners to increase the resiliency of City neighborhoods, facilities, and infrastructure through targeted development, funding, coordination, and operations of projects that reduce risk and mitigate damage of natural hazards to NYC. With latitude for independent initiative and judgment, the Resiliency Grants Advisor (RGA) serves as a senior member of the Resiliency Implementation unit. The RGA coordinates complex, high priority resiliency projects and supports City agencies in securing and implementing resiliency grants. The RGA The Resiliency Grants Program Manager will work collaboratively to: - Coordinate the implementation complex resiliency projects funded by FEMA's Hazard Mitigation Assistance (HMA) and/or other funding sources - Provide guidance on federal requirements (e.g. environmental review, procurement), financial reconciliation, grant management, and adherence to approved grant applications. - Collaborate with City agencies to identify resiliency needs and align them with federal, state, and philanthropic grant programs. - Support ideation, scoping, and development of competitive grant applications. - Provide strategic guidance on eligibility, compliance, and project fit across multiple funding opportunities. - Guide project teams through the full grant lifecycle, including procurement, vendor management, reimbursement, and closeout - particularly for complex resiliency projects - Develop resources such as kickoff presentations, reimbursement checklists, and risk identification guidance for grants implementation. - Lead coordination with NYC OMB and support financial oversight and reporting. - Coordinate with FEMA, State partners, MOCEJ, consultant teams, and internal NYCEM units to advance project delivery. - Advance tracking, metrics, and analytics across the resiliency grants portfolio. - Monitor policy and legislative changes affecting funding and advise leadership accordingly. - Perform other duties as assigned by Recovery & Resiliency leadership. ____________________ - Candidates must be authorized to work in the United States without employer support to be eligible for selection.
