This person will serve as an expert resource to the Nebraska Children's Commission, its committees and work groups on the child welfare system. This position will conduct research on and analyze public policy relating to child welfare and prepare policy reports; lead projects and serve as a liaison among child welfare and juvenile justice stakeholders and the public; and perform other related duties as assigned. Requirements / Qualifications: Minimum Qualifications : Bachelor's degree in public administration, social/behavioral sciences, healthcare services, human services, or statistical analysis, and three years of experience in administering public policy related to child welfare and/or juvenile justice. Any equivalent combination of education and experience will be considered. Job Duties This person will research and explain complex concepts to others, summarize information and prepare clear and concise reports, and establish a network of child welfare system partners to develop and promote the Commission's priorities. Understanding of disparities in child welfare and juvenile justice. Examples of Work Monitors the Nebraska Child Welfare system to provide information to the Commission. Conducts research into existing or proposed public policy regarding the child welfare system, State and federal legislation and state regulatory issues. Studies, analyzes, considers, and advises the Commission on public policy and program options. Manages or leads projects or tasks and provides resource support to commission members and committees as determined by the chairperson of the commission. Serves as a liaison with child welfare and juvenile justice stakeholders and the public and responds to information inquiries. Prepares reports of the commission's work for submission to the Legislature, the Governor, and the general public. Represents the Commission on committees, boards, councils, and/or advisory groups that have a focus on child welfare or juvenile justice. Knowledge Skills & Abilities Knowledge of: Nebraska's child welfare and juvenile justice systems, state and federal regulations governing child welfare and juvenile justice; available resources on child welfare and juvenile justice; principles and practices of public administration; policy development; public funds and budgeting methods. Skill in: policy development; interpreting policy; communicating clearly and effectively; explaining complex concepts to others; presenting persuasive arguments, organizing, and implementing processes. Ability to: communicate effectively; summarize information and prepare clear and concise reports; interpret public policy; develop policy; present information, both formally and informally, to groups and individuals; establish effective working relationships.
