We have an opening for a Deputy Principal Associate Director (DPAD) for Operations . You will be responsible for overseeing the operations and maintenance of laboratory and office spaces assigned to the Engineering directorate. You will provide internal oversight of major operational activities within the directorate and serve as the principal interface for cross-institutional operational interactions. In addition, you will oversee safety and security policies and represent the Principal Associate Director across a broad spectrum of operational, business, safety, and security matters. This position is in the Engineering Principal Associate Director's Office (PADO). You will Serve as a member of the Engineering Principal Associate Director's senior management team, acting as a key interface with the Director's Office, other Principal Associate Directorates, and DOE/NNSA on matters of shared operational and facilities interest. Serve as the PAD delegate in high-level meetings. Direct Principal Associate Directorate (PAD) operations staff in prioritizing operational activities and collaborating with the senior financial manager to develop and manage Engineering indirect budgets. Represent Engineering on institutional policymaking bodies and task forces related to operations. Champion excellence and best practices in the development, communication, and effective implementation of environment, safety, health, security, work control, and business practices, including the proactive review and resolution of issues as needed. Lead emergency planning for the directorate to ensure readiness and preparedness. Oversee the Engineering internal informal problem and conflict resolution program (Ombuds), the Engineering Records Center, and serve as the Technical Surveillance Countermeasures (TSCM) Coordinator. Lead the Engineering senior management team in formulating, implementing, and monitoring the directorate's long-term strategic operational and infrastructure plans. Lead planning, response, recovery, and analysis for off-normal events. Represent Engineering on senior management, institutional, and governance teams on operational topics such as security conditions, business continuity planning, and emergency drills and exercises. Oversee operations for all Engineering-managed facilities. Lead planning for the renovation, design, and construction of new Engineering facilities. Represent Engineering in institutional facility investments, site planning, and space management. Communicate effectively with Engineering divisions to ensure integration of technical activities and responsibilities with training compliance, operations, space management, and facilities. Perform other duties as assigned. This position requires an active Department of Energy (DOE) Q-level clearance, or an active Top Secret clearance issued by another U.S. government agency, at the time of hire. Bachelor's degree in Engineering or scientific discipline, or an equivalent combination of education and related experience. Extensive programmatic or operations management experience, and the ability to meet operational requirements while delivering program commitments; demonstrated ability to interact effectively with a broad cross-section of management, technical, and administrative personnel, including expert communication, facilitation, and collaboration skills needed to lead an organization. Expert leadership and management skills, with the ability to champion innovative approaches and influence the development of institutional and organizational goals and objectives. Extensive experience in strategic planning and the tactical implementation of directorate- and institutional-level investments and process improvements. Experience with budget and resource management, and with policies and procedures in large research & development (R&D) organizations. Expert knowledge of safety, security, and work control requirements, policies, and procedures, and experience managing complex facility activities and resolving operational issues with high consequences of error. Extensive experience in incident response, mitigation, and resolution, and in building and leading multidisciplinary teams of technical staff leaders, technical managers, and staff with an operational focus. Expert problem-solving, decision-making, and analytical skills needed to independently anticipate, define, interpret, recommend, direct, and implement solutions. Qualifications We Desire Master's degree in an engineering or scientific discipline, or a related field. Working knowledge of Laboratory programs, facilities, policies, and procedures. Working knowledge of relevant DOE Orders associated with Laboratory operations. Pay Range $406,380 - $517,944 Annually This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.
