Division/Program Summary Description: The Bureau of Alcohol and Drug Use (BADU) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADU develops, implements, and evaluates interventions and prevention strategies through contracting of prevention, treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities. Position Summary: Within BADU, the Office of Research, Surveillance, Policy, and Communications (RSPC) conducts alcohol and drug related surveillance, program evaluation and research, maintains databases, designs research protocols, produces reports, writes scientific articles for peer review journals, and facilitates program and policy development. The Office of Substance Use Care supports and promotes a continuum of prevention and care, grounded in harm reduction and other evidence-based best practices, to address drug and alcohol use for all New Yorkers while striving to strengthen availability and access to a true continuum of care, encompassing prevention, harm reduction, treatment, recovery, and whole-person health for people who use drugs and alcohol. Job Duties and Responsibilities: Reporting to and under the direction of the Evaluation Associate in the Data Management and Monitoring Unit (DM&M) in the Office of RSPC, the Provider Engagement Evaluation Analyst, will work collaboratively with the DM&M Unit and the Office of Substance Use Care to coordinate and support data management and monitoring activities, including identifying opportunities for coordination between and among contracted providers associated with new and existing initiatives within BADU Offices. The Provider Engagement Evaluation Analyst will be responsible for contributing to project implementation, providing data support and analysis, and reporting on the impact of programmatic efforts. The Provider Engagement Evaluation Analyst will work with the Evaluation Associate to provide guidance and support to an experienced team of directors and their staff engaged in evidence-based provider initiatives throughout the substance use care continuum. - Initiate and maintain data on all BADU contracted providers within the NYC Health Department's Partners Connect system in collaboration with the Division Management Data & Digital Strategy team, using Partners Connect, to support the development, implementation, and evaluation of internal and external mechanisms in BADU to maximize referral pathways and meaningful connections between and among contracted providers along the substance use care continuum in their service provision to people who use drugs and alcohol. - Collaborate with BADU staff to promote outreach and conduct visits in the community to other social service providers (e.g. Department of Homeless Services (DHS) providers, supportive housing providers) that serve people who use drugs and alcohol in order to increase utilization and connections to providers across the substance use continuum of care. - Contribute to the design of data management, monitoring, and evaluation plans, study protocols, questionnaires, and surveys - Support the organization of data, including assisting with developing data collection tools, database creation, developing data entry procedures, and preparing preliminary documentation - Extract, clean, manipulate, organize, and analyze data using R, SAS, Excel, SQL, and other platforms - Assist with the reporting of programmatic data, including, but not limited to, internal reporting (e.g., weekly reports, dashboards), external reporting, and ad-hoc data requests - Work with other BADU staff to share relevant data, best practices, and other information with community providers, and other city agencies to foster collaboration and improve access across the continuum of care for New Yorkers with complex needs - Assist with development of evaluation plans, protocols, workflows, questionnaires, and surveys. Provide technical assistance to program staff for data reports, dashboards, visualizations, and surveys. - Other duties or tasks may be assigned on an as-needed basis Preferred Skills: - Experience practicing public health and working across systems to further a public health approach to alcohol and other drug use. - Experience with program monitoring and evaluation - Experience in or willingness to learn data management software, such as Partners Connect (Salesforce) - Experience in or willingness to learn data and database management, such as SQL and REDCap; statistical software such as R, SAS, and SQL, and data visualization software, such as Power
