Job Location: Corporate Indianapolis PRIMARY PURPOSE: This position is responsible for managing complex civil engineering issues related to new project development, redevelopment, expansions and renovations. The primary purpose of the role is to facilitate creative and cost-effective solutions to project engineering requirements with an understanding of the Simon business model and objectives. The incumbent will interact with Simon team members (Development, Leasing, Property Management, Project Management, Design, etc) to establish Project specific goals and solutions. He/She will present proposed Project design solutions to Simon Senior Management for comment and direction and translate design direction to Consultant Team for successful implementation. While the bulk of the workload is driven by Projects in the Development pipeline, much attention is given to special projects which evolve out of operational or legal issues. The Civil Engineering group is a subset of the Simon Construction Group which houses the design management and project management components of the development process. PRINCIPAL RESPONSIBILITIES: The successful candidate's responsibilities will include, but not be limited to: Sponsor all engineering issues concerning the Project during the design process and during construction, taking responsibility for continually reinforcing goals with the Project Team while being respectful to the Project budget and schedule. Manage Technical Consultants - Interview, select and manage technical consultants including civil engineers, geotechnical consultants, traffic engineers, and land surveyors to ensure design quality and timeliness meet the needs of the Company and are acceptable to department stores, lending institutions, partners and public regulatory agencies. Prepare detailed Requests for Proposals (RFPs) for land surveying, civil engineering, traffic engineering, geotechnical investigations and other site-related services. Review proposals to ensure accuracy and inclusion of all necessary services to complete the Project. Prepare contracts and amendments to engage consultants and manage fees in accordance with the Project budget. Provide on-going budget updates to the Project Manager included forecasted budget reallocations to cover unexpected or out-of-scope work. Right-To-Build Issues - Work closely with Development staff, in-house and local counsel & other consultants as necessary to identify development/construction issues, create solutions & to obtain the right-to-build complex projects. Participate in public zoning and other hearings/meetings with regulatory agencies as Company representative to secure desired outcome. Coordinate Intradepartmental Design - Coordinate engineering documents with other design elements and other departments within the Company to ensure adequate overall design and a minimum of construction conflicts and work to resolve conflicts as they arise with little supervision. Coordinate Existing Property Issues - Work with existing properties to address special site engineering and related technical concerns. Provide technical recommendations to management and Company representatives as necessary. Travel to project locations as needed for meetings, hearings, and construction phase visits.
