Job Description - Electrical Qualification: Diploma / Degree in Electrical Experience: Min 3 to 5 years of experience in Electrical filed, Should have minimum 3 years of related semiconductor electrical work experience. For engineers, they need to have bachelor's degree in electrical engineering. All personnel need to be interviewed by customer before deployment. Industry: Process industry, Semiconductor preferred. Work Location - Singapore (Woodlands) General Scope of work: Contractor shall provide a full-service approach to Operations and Maintenance (O&M) for Electrical system at customer sites. Contractor shall assume responsibilities for O&M (inclusive of start-up operations support) of Electrical system (from MV to LV), DUPS system, Emergency Generator system as well as earthing system. Contractor must acknowledge that availability and reliability on production related services are of utmost criticality. All reasonable efforts must be made by contractor to maintain and ensure continuity of services. Contractor shall supervise preventive maintenance (PM) with Electrical system maintenance OEM in accordance to best known methods (BKM) established by MSAO. This includes frequency, activity type, materials, labor hours, methods & schedule. Contractor is expected to complete all due PM in accordance to plan without any deviation. Contractor shall establish best practices, provide recommendations to improve effectiveness, establish, review maintenance backlog for appropriate equipment & implement improvement targets and report on progress. Contractor must ensure that their team to comply 100% to 12 Facilities Disciplines (Appendix A), always. Contractors are required to possess and use SOP/checklist/PTP ( Permit ) /RA when working onsite. Contractors are also responsible to escalate to MSAO for any deviation to Facilities Disciplines. Any incompliance to Facilities Disciplines may result in disciplinary actions 1.2 Safety, Environment and Health 1.2.1 Strictly follow Singapore Government's regulations and customer's policies, procedure, and requirements, to ensure safety, environment and health assurance in the services provided. In the event of a difference in standard, the more stringent rule shall apply. 1.2.2 Safety is of the highest priority. Contractor is responsible to maintain safe working environment at all areas and work performed. Also managing effectively and with full ownership on any emergency response actions at own operating area. 1.2.3 "Buddy" system used whenever involved in activities such as insulation test, energization, de-energization or any high-risk work. 1.2.4 1.2.5 1.2.6 Participate in MSAO emergency response program such as safety drills. Contractors will be required to maintain their own source of safety equipment. Refer to Appendix B for MSAO contractor EHS Requirement Standard. 1.3 System Emergency Response 1.3.1 Be prepared and respond in a timely manner to all facilities systems outage/failures and/or production line interruptions. 1.3.2 1.3.3 Provide support for assessment and restoration of services. Initial response shall include: - Assess cause and extent of failure. - Securing of unaffected electrical system. - Restoration of services. Communicate all information regarding the emergency incidents and near miss situations to Facilities team. 1.3.4 Initial contact regarding emergency incidents and near miss situations may be verbal with written report to follow. Report shall be prepared using approved format. 1.3.5 Maintain and make available to MSAO key individual contact lists for handling emergency situations. List shall also include primary and backup contacts assigned by sites. 1.4 Disaster/System Failure Recovery Plan 1.4.1 Work with MSAO and assist in the implementation of the Facilities Services Disaster Recovery Plan. PART 2 - SCOPE OF WORK 2.1 Installation, Start-up & Ongoing Site Services 2.1.1 Contractor will participate in project design reviews with MSAO for the purpose of reviewing matters such as construction drawings, specifications and other documents as required to conform to Site Standards and Specifications, Safety and Reliability of the Electrical systems. 2.1.2 Contractor may suggest fault detection system during project design review. It includes utilizing sensors to capture decremental functionality leading to potential failure or applying machine learning algorithm. 2.1.3 Contractor may suggest operational approaches that reduce costs while meeting objective of safety, reliability, and work quality. 2.1.4 Contractor will actively participate in the resolution of safety issues related to electrical system design, material selection or other concerns. 2.1.5 Contractor will participate by providing technical information regarding system components or function, by participating in meetings to discuss and document the concerns and potential solutions, and by helping to develop solutions which address the concerns while providing value. 2.1
