JOB DESCRIPTION: This is structural/craft work as the engineer-in-charge of a large high-pressure steam generating plant and of the maintenance and repair of water, heating, and electric systems in a state institution. Work includes overseeing the safe and efficient operation and maintenance of a large steam generating plant including the assignment of tasks to skilled tradesmen. Work is performed under limited supervision. REPRESENTATIVE TASKS: Assigns, schedules, reviews, and appraises the work of employees engaged in heating, ventilating, plumbing, water, and electrical systems in order to direct the work force. Plans, assigns, and directs the work of master and journeymen electricians, plumbers, boiler engineers, and boiler operators in order to ensure proper plant operation and maintenance. Coordinates the total plant and building operations with the Superintendent of Buildings in order to participate in general plant management. Directs and conducts preventive maintenance program for all electrical, plumbing, and boiler equipment in order to avoid breakdown and unnecessary repair. Assists in developing the five year plant maintenance plan for the institution in order to participate in long term planning. Keeps records and prepares reports on plant operation and maintenance in order to ensure proper documentation. Plans inventory and authorizes ordering of spare parts of all equipment in order to ensure required materials are on hand and to minimize system downtime. Inspects, installs, and repairs electrical equipment in order to ensure equipment is maintained and in working order. Inspects heating and air conditioning plants in order to identify occupational hazards and enforce safety precautions of mechanical trades. Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety. KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: Knowledge of applicable laws, rules, regulations, policies and procedures. Knowledge of the current principles, practices, and techniques of high pressure steam generating plant operation and maintenance. Knowledge of the plumbing, heating, and electrical trades, codes, and systems. Knowledge of the occupational hazards and safety precautions of the mechanical trades and high pressure steam generating plant operation. Ability to supervise subordinate personnel. Ability to understand and follow oral and written instructions. Ability to read and interpret plans and specifications. Ability to keep records and make reports. Ability to plan, assign, and direct the work of skilled, semi-skilled, and/or unskilled workers. Ability to develop maintenance schedules. Ability to develop a 5 year plan.
