SPECIALIZED EXPERIENCE FOR IR-01: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. Specialized experience for this position includes: 1 year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualified for this position your experience must include: Applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight of or within an HR Liaison Unit. Implementing operational policies, applicable laws and regulations to provide oversight and direction in leading, planning, and evaluating work of subordinate managers, employees, or others and directing change in support of administrative priorities and initiatives. Coordinating major programs segments, organizational structures and/or functional responsibilities of Human Resources operations involving Performance Management, Labor Relations activities, Awards and Recognition, Training and Development, and/or Recruitment development and the effectiveness of business units operations support program. Communicating in writing and speaking with understandable language to the intended audience. Preparing comprehensive reports and assessments for presentation in formal and informal meetings. Identifying complex problems and providing resolution with persuasive arguments on policies and viewpoints to all levels of management. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
