The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding, and technical capacity to deliver critical services effectively and meet DOHMH's objectives. Position Summary: The candidate will perform professional accounting and payroll analysis functions to ensure employees are compensated accurately and in a timely manner. Job Duties and Responsibilities: Analyze transactional information on payroll reports generated from changes processed in the Payroll Management System (PMS) in the Payroll Information system (Pi). Approve pay generated from retroactive salary adjustments due to changes processed from collective bargaining agreements and audits Process overpayment letters, communicate with employees regarding overpayments and underpayments Respond to inquiries from employees via Service Tickets and Payroll Hotline Ensure payments to employees are correct by reviewing appropriate payroll reports and required payroll systems. Analyze leave without pay details on report. Respond to inquiries from employees and internal bureaus e.g., Human Resources and Oversight Agencies concerning payroll issues and discrepancies. Compute one-time payment for unused leave balance to separated employees, and legal settlements. Preferred Skills: The ideal candidate should have knowledge of Payroll Management System (PMS), Citywide Human Resources Management System (CHRMS), Payroll Information System (Pi), Reports Management Distribution System (RMDS), Financial Management System (FMS) and CityTime.
