The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Pass & Registration/Visitor Control Center Section of the Plans & Programs Section to include GS-0083-07-armed Police Officer. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0086, Clerical and Administrative Positions. Conditions of Employment (continued): This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. The work requires the employee to drive a motor vehicle. A valid driver's license is required for the position. SPECIALIZED EXPERIENCE: CURRENT or PRIOR FEDERAL EMPLOYEES: must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. EXTERNAL APPLICANTS: must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in developing, analyzing, evaluating, and implementing security programs to provide frontline security screening personnel/visitors requesting access to the installation; and the ability to interpret a wide range of regulations, federal, state, and local laws when determining the ability to authorize or deny an individual installation access. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Current and Prior Federal Employees: One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. External Applicants: One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of security processes, procedures, and general clerical office functions. Knowledge of personnel security measures and investigation processes. Knowledge of one or more automated databases associated with a specific security function to support office and security operations and produce a variety of documents and reports. Knowledge of applicable AF regulations, directives, instructions regarding security and force protection measures. Knowledge of Foreign Visit System (FVS) and Physical Access Control System (PACS), vetting standards for visitors requesting installation access. Knowledge of Homeland Security Presidential Directives - (HSPD-6) and 12 (HSPD-12), criminal codes/statutes and immigration laws used in screening personnel/policy for common identification standard for federal employees and contractors. Knowledge/Ability to operate Criminal Justice Information Systems, to include National Crime Information Center and Florida Crime Information Center. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
