The primary purpose of this position is to serve a directorate that encompasses a full spectrum logistics management program, multiple training and integration programs, a production program, and a cradle-to-grave Tactical Surveillance Equipment (TSE) program. cond't- This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or designated alternate, be removed from military recall status if alternatives for filling the position are not readily available. The work may require the employee to conduct freefall and/or static line parachuting, perform underwater operations, utilize alternate insertion/extraction methods, handle weapons/explosives, and drive motor vehicles and/or water craft in support of diverse mission, training, exercise, test, and maintenance requirements. The incumbent may be required to perform terminal and/or en route Air Traffic Control (ATC) duties. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and expert skill in, Special Tactics advanced operations, procedures, techniques, technology, tactics, systems, equipment, and methods to include, but not limited to advanced force protection, mission planning, command and control, close target reconnaissance, surveillance, small unit tactics, alternate insertion/extraction training, tactical vehicle operations, vehicle acquisition, advanced communications, air traffic control, navigational aids and radar beacons, fire support using various aircraft, munitions weaponeering, collateral damage control, assault zone operations, personnel recovery operations, battlefield trauma, weather reporting, and intelligence. Expert knowledge in applying a wide range of qualitative and quantitative methods for the assessment and improvement of tactics and special programs, the integration of diverse functions, and the overall improvement of actual effectiveness in comparison to goals. Comprehensive knowledge of applicable policies, regulations, and precedents to include, but not limited to joint service, governmental, and organizational goals, command structure, programs, processes, relationships, and milestones so as to implement plans and combine related directorate efforts with those of outside agencies. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in logistics management, TSE, tactics development, and training, so as to develop new processes and integrate programs with little to no precedent. Knowledge of maintenance, support and test equipment, technical data, facilities support, design interface, supply support, inventory management, packing, handling, storage, transportation, instructional design, training, TSE, and TTP development. Knowledge of operational security to work with sensitive equipment and operational concepts. Knowledge of contractual processes, procedures, and technical requirements. Knowledge of and familiarity with the Future Years Defense Plan (FYDP), Major Force Programs (MFP), DoD appropriations, Budget Estimate Submissions (BES), and Program Objective Memorandum (POM) programming in order to properly plan, submit, and defend the budget.
