About the role
This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Management and Program Analyst (Contracting Officer's Representative), you will act as the Contracting Officer's Representative in monitoring specified aspects of contract performance ensuring compliance with all requirements of the statement of work (SOW), specifications, performance work statement (PWS) or other technical requirements by deliver date(s)/within the period of performance. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting 3 of Total 4 of the following: Monitoring complex contracts to ensure contractor deliverables meet the statement of work and required performance standards. Developing procurement strategies to support the creation of statements of work, cost estimates, and acquisition plans for multiyear programs. Reviewing project budgets to maintain accurate tracking of expenditures and identify when funding adjustments are needed. Analyzing program operations to provide recommendations that improve efficiency and strengthen mission outcomes. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
