Requirements

  • 5-10 years of experience in strategic sourcing, procurement, or vendor management, preferably in Non‑IT, Professional Services, or manpower-related categories
  • Good understanding of service-based procurement models, including consulting contracts, outsourcing structures, and resource augmentation
  • Proven experience in managing sourcing processes and commercial negotiations, with a track record of delivering cost optimisation and value outcomes
  • Familiar with procurement governance, TPRM requirements, and contract management practices, with the ability to operate in a regulated environment
  • Effective stakeholder manager, able to work with Business Units, Finance, Legal, and Risk teams

Joining OCBC's Central Procurement Office (CPO) offers the opportunity to operate within a centralised, Group‑wide procurement function driving strategic sourcing and cost discipline across Non‑IT spend categories.You will work with senior stakeholders across business functions to influence sourcing decisions in consulting, manpower, and outsourced services, while contributing to improved governance, vendor management, and enterprise value creation.How you succeedWhat you doThis role sits within OCBC's Central Procurement Office (CPO) under Group Corporate Services and is responsible for delivering end‑to‑end strategic sourcing across Non‑IT categories, including Professional Services, Consulting, and Resource Augmentation.Support the execution of sourcing strategies, manage supplier engagements, and lead commercial negotiations to deliver cost‑effective, compliant, and defensible procurement outcomes in line with Group Procurement Policy and TPRM requirements.Partner closely with Business Units, Finance, Legal, and Risk stakeholders to ensure sourcing activities are conducted in a structured, transparent, and audit‑ready manner.Strategic Sourcing ExecutionLead end‑to‑end sourcing initiatives across Non‑IT categories, including RFPs, RFQs, and direct negotiationsSupport the development and execution of category strategies and sourcing plans for professional services and manpower engagementsEvaluate vendor proposals and drive structured, transparent, and defensible selection processesCommercial & Contract NegotiationStructure and negotiate commercial models (e.g. time‑and‑materials, fixed price, managed services) to ensure cost effectiveness and clarity in deliverablesPerform cost benchmarking and validation to ensure pricing competitiveness and value for moneyWork with Legal to ensure contracts include appropriate scope definition, deliverables, SLAs, and commercial protectionsGovernance, Risk & ComplianceEnsure sourcing activities comply with Group Procurement Policy, TPRM (including KYV), and internal approval requirementsMaintain proper documentation and audit trail to support audit‑ready and defensible decisionsSupport identification and mitigation of procurement risks, including vendor dependency, scope ambiguity, and contractual gapsStakeholder & Vendor ManagementPartner Business Units to clarify requirements and guide them through sourcing processesProvide procurement advisory to stakeholders on vendor engagement models and sourcing approachManage vendor interactions during sourcing and support issue resolution during commercial discussionsCompetitive base salary.
