SPECIALIZED EXPERIENCE FOR GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position must include at least five (5) of the following: Querying and enters the financial system for both specific and general data, and interprets data extract. Performing budget analysis, such as average cost per Full-Time Equivalent (FTE), of collected or provided data from the financial systems. Preparing and completing charts, tables, and graphs for assignments, including formulation of the Division budget and period financial reviews. Assisting senior analyst with budget formation, plan development, labor cost analysis, financial reviews, or budget execution. Interpreting and applying basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint. Communicating both orally and in writing to colleagues and management regarding analytical and technical functions related to program areas of the budgetary process. SPECIALIZED EXPERIENCE FOR GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position must include at least six (6) of the following: Interpreting and applying basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint. Applying experience with budget concepts, the federal budget process and how it relates to the agency to meet workload goals. Analyzing and relating financial data to work plans, business plans, strategic plans, and organizational accomplishments. Prioritizing and balancing priorities and working under pressure of tight timeframes and changing conditions. Assisting with the development of program area resource needs by relaying financial status and management decisions affecting budget programs. Monitoring the status of budget submissions by reviewing specific changes and assessing the program impact of budget cuts and/or legislative changes. Assisting senior analysis with the planning and execution of labor resource requirements for salaries, benefits, and Full-Time Equivalents (FTE) for the assigned area. OR a PH.D or equivalent doctoral degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR Three (3) full academic years of progressively higher-level graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR LL.M., if related. OR a combination of qualifying graduate education and experience equivalent to that described above.
