About the role

This position is located in the Department of Policy and Evaluation (DPE), Millennium Challenge Corporation (MCC). The M&E Division within DPE supports the design and implementation of results-focused development programs and leads the monitoring, independent evaluation, and reporting of program results. Although the position is advertised equivalent to GS-12/13, MCC uses a pay-band system to compensate employees. This position is pay band 4b/4A which is generally equal to GS-12/13. To qualify for Pay Band 4B you must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: monitoring and evaluating (M&E) international development projects; developing and updating logical frameworks (theories of change) or program M&E Plans; conducting evaluations or related analytical research of project results, and presenting findings and recommendations; constructing and managing databases of information related to tracking and reporting on the results of development projects; acting as liaison with individuals and groups both inside and outside an organization; and managing contracts. Note: This experience MUST be well documented within your resume or application. For this position, this experience is defined as monitoring and evaluating (M&E) international development projects; developing and updating logical frameworks (theories of change) and program M&E Plans to document performance indicators, data sources, and evaluation plans; conducting experimental or quasi-experimental evaluations or related analytical research of project results, and presenting findings and recommendations; supporting quantitative and/or qualitative data collection methods; constructing and managing databases of information related to tracking and reporting on the results of development projects; acting as liaison with individuals and groups both inside and outside an organization to advance M&E priorities; and managing contracts. Note: This experience MUST be well documented within your resume or application.
