About the role
1. Role Summary We are looking for a Pre-sales Professional to support business growth within Singapore's banking, financial services, and government sectors, focusing on IT professional services, System Integration (SI), and enterprise-scale software delivery engagements. Key Responsibilities - End-to-End Bid / RFP Management. Lead the full RFP/RFI response lifecycle: tender reading and gap analysis, response strategy development, technical proposal writing, compliance matrix completion, commercial/pricing input coordination,and final submission package assembly. - Technical Proposal Authoring. Write high-quality bid deliverables including Executive Summary, Win Themes, Technical Approach & Methodology, Delivery Approach(Agile, hybrid, scaled Agile), Scope & Assumptions, High-level Architecture& Integration Considerations, Project Plan, Risk Management Framework, Team Structure, and staff CV submissions. - Solution Design & Shaping. Develop compelling solution proposals for enterprise-scale professional services and SI projects. Prepare effort estimates, timelines, and staffing models (multi-squad / multi-vendor). Ensure solutions are technically feasible, commercially viable, and aligned with client evaluation criteria. - Oral Presentation & Bid Defense. Lead technical presentations, bid defense sessions, clarification responses, and Demo/POC walkthroughs. Confidently present to client CIO / CTO / architecture boards and procurement panels. - Cross-functional Bid Coordination. Coordinate with engineering leads, project managers, architects, delivery managers, and commercial teams to validate solutionfeasibility, dependencies, risks, delivery plans, and pricing. Manage bidtimelines and ensure on-time, high-quality submission. - Pricing& Commercial Support. Participate in pricing strategy discussions. Provide effort estimation, resource costing, and competitive positioninganalysis to support bid pricing decisions. - Client Engagement & Opportunity Development. Support account coverage and opportunity development for banking and government clients. Engage IT,engineering, architecture, and PMO stakeholders to build technical trust anduncover new opportunities. - Sales-to-Delivery Handover. Support smooth transition from sales to delivery, ensuring clarity on scope, assumptions, success criteria, and key risks for won projects. 3. Requirements - Software engineering background (education and/or hands-on experience) with solid understanding of: - SDLC for large-scale IT systems - Enterprise system architectures and design patterns - Integration patterns and middleware technologies - Cloud platforms (private /public / hybrid) - 5-10 years of pre-sales or client-facing experience in IT services, software, system integration, or technology consulting. - Proven experience leading complex RFP/RFI responses from kickoff through to submission. - Strong technical proposal writing skills - able to produce clear, structured, client-facing documents under tight deadlines. - Comfortable engaging enterprise stakeholders (IT leadership, engineering leads, architects, PMO, procurement). - Structured thinking with strong ownership and follow-through. 4. Qualifications - FSI application experience in any of: mobile banking, loan & credit, core banking, payment systems, or data platforms. - Core banking or mainframe migration (COBOL →Java) experience is a strong plus. - Knowledge of Singapore public sector procurement processes is a strong plus. - Experience with government digital transformation programs. - Exposure to enterprise-scale software delivery(multi-team, multi-vendor, long-running programs). - Experience estimating and scoping enterprise software delivery work, including requirements decomposition, integration and testing effort, release and rollout planning. - Experience supporting bid pricing and commercial strategy development. 5.
