Responsibilities

• Lead requirement gathering sessions with business users, government
• officers, and vendors.
• Translate business needs into clear functional and non-functional

• Produce high-quality artifacts (BRD, FRD, user stories, process
• flows, data mappings, interface specs).
• Ensure requirements traceability from business needs to
• implementation and testing.
• Manage requirement changes within governance and change control

• Ensure compliance with Singapore Government SDLC, audit, and

• Facilitate key Scrum ceremonies (Sprint Planning, Daily Stand-ups,

• Singapore Citizen
• Minimum 5-8 years of overall IT delivery experience
• Minimum 3+ years of Business Analyst experience in large-scale IT
• systems
• Minimum 2 years exposure to Agile / Scrum environments
• Strong understanding of both Agile and traditional SDLC (Waterfall
• / Hybrid)
• Proven experience handling complex system integrations and
• multi-vendor environments
• Demonstrated ability to operate under tight timelines and delivery
• pressure
• Strong analytical, documentation, and stakeholder engagement skills
• Experience in Singapore Government / Public Sector IT projects
• Experience in mission-critical or 24/7 systems
• Experience working with system integrators and multiple vendors
• Hands-on experience with Agile tools (Jira, Confluence, Azure
• DevOps, or equivalent)
• Experience supporting SIT/UAT and production rollout activities
