THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) TITLE 32, Position Description Number D1189000 and is part of the IL MTA, National Guard. AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - Minimum Rank of SPC, May not exceed rank of SSG. SPECIALIZED EXPERIENCE: GS-07 Level - MUST possess the specialized experience, which includes 12-months experience in the next lower level GS-06, in the interpretation and application of regulations, procedures or laws; experience that provided a working knowledge of administrative functions; experience performing personnel transactions; experience working independently and setting priorities with very little supervisory control. GS-06 Level - MUST specialized experience, education or training which includes at least 12-months experience at the next lower level GS-05, that that provides knowledge of general office work which may include but is not limited to: knowledge of HR terminology requirements, procedures, operations, functions, and regulatory policy, and procedural requirements applicable to HR transactions, Knowledge of administrative and personnel actions to conduct subordinate unit inspections and assistance visits, and information to identify trends, conduct analysis, and develop recommendations to enhance personnel readiness, Knowledge of office automation programs sufficient to manipulate database and spreadsheet information in a format as required by the organization. Ability to use automated or manual systems in the preparation of reports and correspondence required by the organization GS-05 Level - MUST possess specialized experience, education or training t that provides knowledge of general office work which may include but is not limited to: administrative support positions performing clerical, assistant, or technical work which requires knowledge of the procedures, established guidelines, and techniques involved in carrying out the work of the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
