Specialized experience must demonstrate the following: 1) Analyzes program performance data to identify issues, make recommendations for improvement, and drive innovative solutions; 2) Analyzes and interprets complex intricacies involved in the application of related laws, regulations, policies, precedents, methods and techniques of program management and planning, as well as resource management; 3) Analyzes resource program effectiveness and develops recommendation for Senior Leadership; 4) Develops and recommends changes to measure program accomplishments, results or effectiveness; 5) Provides on-going review and financial/budget analysis to the Program Manager to ensure completion of mission requirements; 6) Advises the Program Manager in establishing and maintaining sound organizational structures, improving management methods and procedures, assuring the effective and efficient use of manpower; 7) Formulates and recommends new or modified program administrative policies, procedures, and regulations; and 8) Develops and evaluates subordinate employees' performance standards.
