Description of Work The Data & Evaluation Lead for the Rural Health Transformation Program will lead the strategic development, implementation, and oversight of data systems, evaluation frameworks, and reporting structures for activities supporting the projected $1B (five-year project) federally funded North Carolina Rural Health Transformation Program (NCRHTP). Foundational to the program is the establishment of North Carolina Organizations Orchestrating Transformation for Sustainability (NC ROOTS) Hubs (Initiative 1). These locally governed, community-tailored networks connect medical, behavioral, and social supports, making it easier for rural residents to access comprehensive care in one place. This position oversees data reporting across all six initiatives including programs related to Chronic Disease, Physical Fitness, Food as Medicine (Initiative 2), Behavioral Health and Substance Use Disorders (Initiative 3), Workforce development (Initiative 4), Sustainable Financing with value base payment models (Initiative 5), and the expansion of Digital Health and Digital Literacy (Initiative 6) among rural providers and consumers. This position is responsible for building and maintaining integrated reporting structures that meet requirements from Centers for Medicare & Medicaid Services (CMS) while informing state-level decision-making. Key responsibilities include: 1. (25%) Data System Management Oversee integration of data across multiple work streams (e.g., clinical services, workforce programs, ROOTS Hubs activities, community-based initiatives), ensuring data infrastructure and system is interoperable, maintained and sustainable. 2. (25%) Reporting Infrastructure & Visualization Oversee the development of standardized dashboards and reporting tools to track program performance, monitor milestones, and communicate insights to leadership and key stakeholders. 3. (20%) Leadership & Stakeholder Engagement Lead RHTP data and evaluation staff; provide data reporting technical assistance to ROOTS HUBs, academic partners, and internal divisions to strengthen data capacity, evaluation to ensure alignment with federal CMS priorities, state goals and health objectives 4. (15%) Federal Reporting Plan the submission of required reports to CMS, ensuring accuracy, timeliness, and adherence to federal guidelines tied to funding and program evaluation. 5. (10%) Performance Monitoring & Continuous Improvement Analyze data trends to identify disparities, gaps in rural service delivery, and opportunities for program refine Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $63,927.00 - $ 111,871.00 Recruitment Range: $63,927.00 - $84,624.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. Applicants who possess the following skills are preferred: Demonstrated experience in integrating, designing or managing complex data systems across public health, clinical, workforce, community-based, or digital health areas. Advanced skills in developing dashboards, standardized reporting tools, and data visualizations for multiple stakeholder audiences using tools such as Power BI, Excel, Python, Tableau or other software tools. Experience working with state or federal grant or cooperative agreements for large-scale public health, rural health, mental health, or digital health programs combined with demonstrated ability to design and implement evaluation frameworks for multi-initiative, statewide programs. Experience with leading multi-disciplinary data teams that may consist of data analyst, business analyst, project managers and other personnel.
