THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a RESOURCE MANAGER, Position Description Number D0977P01 and is part of the ND JOINT STAFF, National Guard. PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. NDNG Areas of Considerations (T32 Excepted Service) Area I: All onboard NDNG Federal Employees (Tenure 1 & 2) Area II: All onboard NDNG Federal Employee (Tenure 3) Area III: All NDNG military members Area IV: All Military Members Area V: All U.S. Citizens MILITARY GRADES: Officers (O1- O4), Warrant Officers and Enlisted Members. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. SPECIALIZED EXPERIENCE: Applicant must possess the required one year of specialized experience at the GS-11 grade level or civilian equivalent which includes: 1. Comprehensive knowledge of planning, programming, budgeting and executing policies, guidelines and processes, 2. Experience in identifying analytical resolution and reasoning of budgetary problems associated with program execution, and 3. Experience in planning processes (including strategic planning), project management, budget formulation, and procurement.
