About this agency QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire. Applicants must submit a 2 page resume describing accomplishments that would satisfy the ECQs. Your resume must address each ECQ separately. You are required to respond to all ECQs. The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below: ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to two pages per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MTQ 1 - Expert-level knowledge and demonstrated leadership skill in designing and managing large-scale, enterprise-wide programs that advance national small business objectives, with a proven track record of increasing utilization, expanding access to capital, and delivering measurable results aligned with organizational goals. MTQ 2 - Senior level experience and expertise in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services. (Budget, administrative planning, and human resources). MTQ 3 - Expert knowledge of U.S. export finance tools, including short-term loan guarantees, working capital programs, medium-term loans and export credit insurance designed to expand the global reach of U.S. businesses. Extensive knowledge of federal laws, regulations, and policies governing export finance, with proven ability to ensure compliance, manage risk, shape policy, and advance U.S. export growth. MTQ 4 - Expert skill and ability to communicate with senior officials verbally and written to build relationships across the organization, break down silos to convince audiences of all levels, including outside agencies and private sector representatives
