The primary purpose of this position is to serve as an Accelerated Compensation for Developmental Position (ACDP) Environmental Protection Specialist under the direct guidance of a Senior or higher level specialist, the incumbent performs a variety of Environmental Protection Specialist duties in the support of assigned program(s). QUALIFICATIONS: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in knowledge and use of environmental protection program principles and procedures applicable to a wide range of duties in one or more program areas, and a high level of skill in applying this knowledge in solving complex problems involving diverse aspects of environmental protection. Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Environmental Protection processes, experience and skills to conduct a variety of standard data gathering and analysis techniques to support maintenance wing programs/ projects. 2. Knowledge of pertinent laws, regulations, policies, precedents, principles, and procedures to conduct assigned programs or project areas. 3. Knowledge and skill to independently apply established Environmental Protection methods and techniques to conduct assigned analytical projects or studies of assigned operations and requirements. 4. Knowledge of maintenance operations, management, and support activities to assist in the development, analysts, and or evaluation of plans, systems, and procedures. 5. Ability to develop and use appropriate data collection techniques. 6. Ability to plan, organize, and negotiate effectively with senior analysts and management officials to review and accept recommendations where proposals involve resources and require changes and established concepts and procedures. 7. Ability to negotiate issues and to work effectively with a diverse group to developed common objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
