The primary purpose of this position is to perform functions as cutting, moving, digging, grading,and rolling earth, sand, stone, and other materials and construct, maintain, and repair rigid and flexible pavements, roads, helipads Perform deformeter readings, rock bolt/tension spring maintenance and inspection, and snow/ice removal. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys, attaching and disconnecting tow bars, as required. Engineering equipment operating work is performed without direct supervision. This position is emergency essential (E-E). The incumbent must meet all requirements of E-Expositions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is WG-5716 ENGINEERING EQUIPMENT OPERATOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of engineering equipment such as graders, various size dump trucks, excavators, skid steers, fork lifts, high reaches, snow equipment, tractors with bulldozer or angle dozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments; and different sets of controls and operation of equipment and attachments. 2. Knowledge of methods and techniques of subsurface preparation and constructing and repairing asphalt and cement surfaces. 3. Knowledge of safety regulations, practices, and procedures. 4. Skill in applying and leveling gravel, crushed stone, sand, or other aggregates to the proper thickness for the subsurface and in applying sealer; and in manipulating the controls to adjust spreaders, sprayers, posthole diggers, backhoes, moveable dozer blades, and front-end loading devices. 5. Skill in inspecting and replacing culvert and shaping curbs and drainage ditches and in curing asphalt with sealer and skill and knowledge in planning, laying out, assembling, and installing rock bolts and equipment to make decisions to accomplish inspection, installation and maintenance. Knowledge of safety hazards to take steps to eliminate or control hazards such as loose rock and precariously located equipment, or unauthorized personnel in the area. Comprehensive knowledge of specialized drilling methods and techniques. Skill in using and maintaining various powered and hand tools, such as pneumatic drills and wrenches, drill bits, drilling rods, torque wrenches, sounding hammers, scaling bars, and air compressors. 6. Ability to use and maintain power tools, hand tools, and related equipment; and to read and interpret instructions, blueprints, drawings, sketches, using various computer operating systems to plan and purchase materials for work
