Description of Work Community Supervision, as part of the Department of Adult Correction, is responsible for the oversight of the supervision of all adult offenders on probation, parole, or post-release supervision. Additionally, Community Supervision is responsible for the supervision of offenders who transfer from other states, as well as oversight of the Community Service Work Program. Community Supervision's mission is to ensure public safety while providing meaningful supervision of offenders that directs the offenders towards becoming productive citizens of the state. Community Supervision provides administrative and field services to the offender population, the Judicial System, the Courts, Post-Release Supervision and Parole Commission and provides protection to the community within assigned Judicial Districts. Community Supervision employs approximately 2,600 people consisting of primarily certified Probation/Parole Officers to supervise more than 80,000 criminal offenders located throughout North Carolina. Probation/Parole Officers protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders placed under Community Supervision. This is accomplished by obtaining an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns. Knowledge Skills and Abilities/Management Preferences To promote consistency among new officers within a Judicial District and ensure they meet the high standards of the Department of Adult Correction and Community Supervision, Field Training Officers perform professional work as Officers of the Court in which they function as a lead Probation and Parole Officer responsible for training and supervising new Probation and Parole Officers (PPOs). The position provides training in the techniques of case management and the counseling of offenders utilizing a wide variety of sanctions (such as split-sentence, electronic house arrest, drug treatment). In addition to training new Probation/Parole Officers in software platforms and other supervision tools in current use, the position will also serve as a local training resource for the rollout of new technology and other training components. Employees will train PPOs to conduct in-depth risk and needs assessments to provide the court with recommendations regarding offenders' suitability for community-based supervision, treatment, and sanctions. Position ensures new PPOs have received and know how to utilize all assigned equipment, to include communication devices to and the PPO safety package. Work assignments include significant involvement in educating new PPOs on counseling and supervision of offenders, effective case management and judiciary practices and procedures. Work requires the application of significant judgment and independence in training new PPOs. Employees work primarily with new hires in the field; work locations also include office, court, and institutional facilities. The position demonstrates and trains new hires on safe and effective offender contacts at offender residences and/or workplaces, including warrantless searches which may be hostile or unsanitary. Position provides objective observational reports to the PPOs work unit supervisor and other management within the district. Position will frequently be exposed to high crime, violence-prone areas which may include threats from offenders under supervision, offender family members and/or the associates. Position will model safe and effective behavior, and emphasize adherence to standards and policy while dealing with situations which may be hostile. Violent interactions may result in bodily injury. Under certain circumstances, employees may be required to restrain or use deadly force against offenders when performing their duties.
